The VACP, formed in 1926, is an incorporated 501(c)(6) non-profit professional membership association. Its more than 600 members are made up of active and retired federal, state, local and private law enforcement and criminal justice agency executives, administrators and managers. Members also include persons in law enforcement-related businesses, support industries or government agencies. The VACP has three classes of dues-paying membership — Active, Associate, and Senior. The VACP also has a small group of non-dues paying retired members (classified as "Honorary") who were grandfathered in following a 2004 Bylaws change when their membership class was eliminated. A ten-member Executive Board elected by the Active members governs the affairs of the VACP.

The Training and Standards Bureau coordinates a variety of criminal justice initiatives and serves as the staff of the Law Enforcement Standards Board (LESB). It administers the programs of the Board for certification of law enforcement, jail and secure detention officers; of instructors; and of academies. The Wisconsin Law Enforcement Association (WLEA) was created in 2005 to represent the Law Enforcement bargaining unit in the State of Wisconsin. Since the WLEA has been in existence, WLEA has successfully negotiated three contracts with the State of Wisconsin.The WLEA membership consists of Police Officers, Detectives, and Police Communication Operators (PCOs) from the University of Wisconsin System Schools and the Capitol Police Department. It also includes Troopers, Inspectors, and PCOs from the Wisconsin State Patrol (WSP) and Field Agents from the Wisconsin Department of Motor Vehicles (DMV).The WLEA is divided into three local unions.
