What is the WPLF?

You may have noticed that when you pay your dues it is directed to the WCPA (Wisconsin Chiefs of Police Association), but your conference fees are paid to the WPLF.  Ever wonder why?  

The WPLF is the “Wisconsin Police Leadership Foundation.”  It is a charitable non-profit organization under 501(c)(3) of the IRS Tax Code. It was primarily formed to limit tax liability for our conferences.  Funding for the WPLF comes predominantly from income at our two annual conferences.  Most of that income is from exhibitor fees and donations from our sponsors and partners. We also receive income from conference attendance fees and grants.  The expenses at our conferences are significant and eat up the vast majority of our income. Additionally, the employees of the WCPA and WPLF are technically WPLF employees, but work for the WCPA under a shared employment agreement. The remainder is used to support charitable and educational services which advance professional law enforcement and promote public safety.

Limitations of the WCPA and WPLF

Since the WCPA (the WPLF Parent organization) is a Fraternal Organization it not eligible for charitable tax-exempt status. The income to run the WCPA comes from dues and income from our professional partners. Click here to see a list of the WCPA Partners and HERE for our Supporting Business Members. Our expenses not only include the day-to-day operation of the WCPA but support our lobbying efforts.

In contrast, the WPLF is a 501(c)(3) Charitable Foundation. Under tax laws, the WPLF must retain its purpose. Funding a fraternal organization, like the WCPA, is beyond the confines of a 501(c)(3) charitable organization. Since its inception, the WPLF and the WCPA have assured the two organizations remain distinct and separate.
