Meet Our Guest Speaker

Chaplain Archer Leupp

Archer Leupp brings more than 23 years of experience as a law enforcement chaplain. He serves six city, county, and state agencies as a full-time, donor-supported chaplain, covering up to 24 counties in northeastern Wisconsin.

As Wisconsin State Representative for the International Conference of Police Chaplains (ICPC), Archer helps agencies establish and strengthen chaplain programs and trains new chaplains. He holds the ICPC’s second-highest chaplain credential. For more than a decade, he has also helped lead Critical Incident Stress Management (CISM) debriefings for first responders across multiple counties. He serves on the DOJ-OSS CESA 8 CIRT Team.

Archer previously served as a sworn reserve police officer with the Ventura City Police Department in California. Following a serious knee injury, he pursued full-time ministry, a calling that has spanned more than 40 years. He holds a Bachelor of Science and a Master of Divinity from Multnomah Biblical Seminary.

Raised in Southern California, Archer lived in Oregon for 20 years before moving to Peshtigo, Wisconsin, in 2007 to serve as Pastor of Adult Ministries at a local church. He continues to live in Peshtigo and remains active in the church, overseeing its Safety Ministry Team, singing with its worship teams, and participating in its Small Group Ministry.

Archer and his wife, Donna, have been married for more than 33 years. Their daughter, Kira, her husband, Mark, and their four grandchildren live nearby. In his free time, Archer enjoys camping, hunting, kayaking, trail bike riding, gardening, and fishing.
